Those numbers aren't final. At a certain point your gains are 100% depleted but you can continue adding experience weight, which means that it will be longer and longer before you will start gaining things again. So far that starts at 20, and perhaps 70 is a good spot for that to cap off. 2% lost gains per point of experience weight. I'm going to try my best to make this as intuitive and transparent as possible to avoid confusion. Making it change colors and give different messages is part of that. One strength of the gradual dropoff is that a player might choose to sink deeper into experience weight than is normally palatable if that player can't or won't be near a computer for a bit, so the conversion of real-time to game-time is squishier and malleable.
